73 countries represented
At the Donors Conference in Madrid, October 23–24, 2003, representatives of 73 countries, 20 international organizations, and more than a dozen international NGOs pledged their support for the reconstruction of Iraq. A delegation of the former Iraqi Governing Council also attended. Participants reaffirmed their resolve to meet the urgent needs of the Iraqi population, emphasizing the importance of effective coordination of humanitarian, reconstruction, and development assistance. They identified priorities, including strengthening institutions for transparent governance, restoring critical infrastructure and core human services, and supporting economic and social transition. The conference also announced the establishment of the International Reconstruction Fund Facility for Iraq, to be administered by the World Bank and UNDG in close coordination with the Iraqi authorities and donors.
More than $32 billion pledged in assistance to Iraq Participants announced firm and indicative pledges totaling some $32 billion for 2004–07, to be channeled through the Trust Fund Facility or bilateral assistance. The United States pledged $18.6 billion in grants, and Japan pledged $5 billion, $1.5 billion of it in grants. The Bank and IMF pledged concessional loans of $3-5 and $2.5 billion. Of the remaining $4.4 billion, nearly a quarter is being channeled through the Trust Fund Facility. Many donors offered additional forms of support, including export credits, training, technical assistance, and aid in kind. |
