At the request of the Donor Committee following its Fifth Donor Meeting in Istanbul on March 20, 2007, the Terms of Reference prepared in 2003, were revised and approved at the Sixth Donor Committee Meeting held in Bari, Italy. The revisions occured in response to a request from the Government of Iraq for a clear leadership role. Revised Terms of Reference (2007).
Following the Madrid conference, the specifics of the Facility were spelled out more formally in a joint United Nations/World Bank IRFFI terms of reference dated Dec. 11, 2003. Terms of Reference (2003).
