Iraq's National Development Strategy

"This is the first National Development Strategy produced by a democratically elected government of Iraq. It is about creating opportunities for all the people of Iraq to contribute to the reconstruction and development of our great country. It is about ending ignorance, hunger, disease and sectarian conflict. Above all, it is about creating opportunities for job creation so as to raise household incomes, restore people’s dignity and move Iraq down the road to prosperity.

This National Development Strategy sets out strategic priorities for Iraq’s reconstruction and development. It is organized around four key drivers of prosperity that we believe best reflect the multi-faceted and complex challenges confronting us today. In each pillar we identify specific objectives with the aim of fulfilling our fundamental national vision of restoring Iraq to its rightful place in the world community as a prosperous and market oriented regional economic powerhouse. Before the transition to new Iraqi government, the Ministry of Planning and  Development Cooperation  (MOPDC) produced a broad vision for reconstruction.
Working with other ministries, the MOPDC initially set priorities for more than 700 possible reconstruction programs. These projects were outlined for the Donor Committee at its February 2004 session in Abu Dhabi.

The first National Development Strategy  was published in early September 2004 and represented the first statement of the Iraqi Interim Government’s policies for national development. An inter- ministerial committee was established to prepare the first draft of this document through an extensive series of workshops drawing together sector experts from various Iraqi Ministries, the private sector and academia. The document was then submitted to the World Bank and United Nations Development Group for comment, and was discussed with these two organizations over a series of meetings to incorporate their comments.  (Access the first National Development Strategy).
