The Donor Committee endorses overall priorities of the two trust finds and provides them with strategic guidance. It also monitors the Facility’s operational progress and provides status reports to other donors. For efficiency’s sake, Donor Committee members are limited to contributors that have paid, or made a binding commitment to pay, $10 million to either or both of the trust funds. 21 Donor Committee members : There are currently (May 2007) 19 Donor Committee members (AUSTRALIA, BELGIUM, CANADA, DENMARK, EUROPEAN COMMISSION, GERMANY, INDIA, ITALY, JAPAN, KOREA, KUWAIT,THE NETHERLANDS, NORWAY, QATAR, SPAIN, SWEDEN, TURKEY, UNITED KINGDOM and the UNITED STATES). Two donors that have not met the $10 million threshold are also members (GREECE and FINLAND). Their seats are filled in a procedure set by the Committee. In addition, the World Bank, UNDG, IMF, and the Iraqi Strategic Review Board are observers. Other duties of the Donor Committee, include keeping the Facility’s activities consistent with Iraq’s Priority Program and making sure that the Facility is informed of shifts in Iraqi priorities. It has also to keep other donor nations informed. The Committee is to hold two meetings a year. However, in 2004 three meetings have been held: in Abu Dhabi, United Arab Emirates (February 28-29), Doha, Qatar (May 25-26), and Tokyo, Japan (October 13–14).A fourth Committee meeting took place at the Dead Sea, Jordan, on July 18-19, 2005. |
