| Launching the Fund Facility was the objective of the first meeting of the Donor Committee, held February 28–29, 2004. Representatives from 29 countries that made pledges at the Madrid conference attended, and several reiterated plans to follow through with their commitments in 2004. The promised donations added about $1 billion, enough for the Facility to declare itself open.
The Iraqi delegation was headed by Dr. Medhi Hafedh, Minister of Planning and Development Cooperation. The Minister provided an overview of reconstruction priorities for 2004 that had been prepared by the Iraq Strategic Review Board.
Separately, the Donor Committee selected Japan to chair the panel during its first year.
