| Speakers at the conference, held May 25-26, included Dr. Mehdi Hafedh, the Iraqi Minister of Planning and Development Cooperation; Ross Mountain, Special Representative of the Secretary General, ad interim; and Nicholas Krafft, Director-World Bank. The meeting was chaired by Shigeru Nakamura, Ambassador of Japan in charge of reconstruction aid for Iraq. Altogether, 29 nations and six organizations were represented in Doha.
The first day’s program concentrated on IRFFI operations. Following morning briefings by the United Nations and the World Bank, the afternoon featured two break-out sessions. One focused on Iraq’s basic services, electricity and water; the other on education and health-care systems. Next came a plenary session devoted to Housing, Construction and Public Works and then a session on Humanitarian Coordination issues.
The second day was devoted largely to concerns and priorities of Donor Nations. Conferees discussed membership matters, outreach activities, and the IRFFI structure for governance and coordination.
