The United Nations Development Group funds and supports projects submitted through the cluster system that have been negotiated with relevant line ministries and which are linked to the Government of Iraq’s priorities. These priorities are since October 2004 expressed in an Iraq National Development Strategy. All projects, except those in the area of support to the electoral process or constitutional development, are individually approved by the Iraq Strategic Review Board chaired by the Iraq Minister of Planning and Development Cooperation.
Projects are numbered by cluster according to date of presentation to the approval process. The new numbering system reflects the streamlined clusters approved at the Dead Sea Meeting, Jordan in July 2005. (more on new cluster grouping)

Only Participating UN Organisations may submit projects to the UNDG ITF. Non UN entities may participate through partnering with an appropriate Participating UN Organisation, which remains responsible for the management of the project.
